Jonathan has more than 18 years of workforce development experience supporting people with disabilities, immigrants, and other underserved populations. He has served as a consultant to the U.S. Department of Health and Human Services and State Department, the European Union, and numerous countries on workforce issues, including serving as a State Department fellow advising the Egyptian Parliament and several ministries on implementation of national disability workforce initiatives. His contributions to migrant workforce integration and training programs have been recognized by the United Nations High Commissioner on Refugees as an international best practice. Currently working on a doctorate in Organizational Change and Leadership at the Rossier School of Education at the University of Southern California, he holds an executive master’s degree in leadership from the McDonough School of Business at Georgetown University in Washington, D.C., and a Master of Public Affairs from the University of North Carolina, Greensboro.
NSITE is led by a diverse team of professionals with decades of experience in the disability community and workforce development. Drawing on their extensive knowledge and experience, NSITE professionals guide organizations through the staffing process and help people who are blind, visually impaired, and/or veterans find opportunities that are a perfect fit for their talents.
As program director for Employment Support Services Billy oversees the growth of professional training, recruitment, and placement opportunities for people who are blind or visually impaired including programs such as Professional Mastery of Office Technology for Employment (ProMOTE), Information Assurance, Sourcing, and the current Cisco Academy pilot designed specifically to meet the learning styles of people who are blind. Prior to joining NIB, Billy served in the George W. Bush administration as Chief of Staff in the U.S. Department of Labor’s Office of Disability Employment Policy, where he worked with federal government agencies, businesses, and disability organizations around the country. Billy holds a Bachelor of Arts in political science from North Carolina State University in Raleigh.
Doug, who has 12 years of experience in the field of disability employment, works with corporate partners at the intersection of advanced technology and employee performance. He has an executive certificate from the University of California, Los Angeles, Anderson School of Management Multi-Dimensional Leaders Institute; a Bachelor of Arts degree in English from Wake Forest University and is a certified Department of Defense-certified GS-1102 Defense Procurement and Acquisition Contract Specialist. In addition, Doug served seven years on the Alexandria (Virginia) Commission on Persons with Disabilities, including serving as vice chair and transportation chair, and is in his third year as a goalie for the Team USA national blind ice hockey team.
Troy joins NSITE from the Division of Blind Services for the state of Florida where he served as a business consultant developing workforce initiatives between employers and BVI candidates. An entrepreneur and partner in a small business, he also serves as an ambassador for the Fort Myers Chamber of Commerce. Troy graduated from the University of Florida with a Bachelor of Arts degree in History and earned a Master of Business Administration from Florida Gulf Coast University.
Rikki has more than 15 years of experience in learning management systems, project management, training, reporting, database organization, succession planning, and applicant tracking. Rikki holds a Bachelor of Science in English and Communications from the University of North Carolina at Charlotte.
Col. James E. “Ned” Rupp (U.S.A. (RET)) has served in both enlisted and commissioned officer ranks. Initially a product development specialist, Ned established the Wounded Warrior program after NIB opened up opportunities for employment for military veterans and spouses with injuries such as amputations, PTSD, and others at its associated nonprofit agencies across the nation. Drawing on his years of working with soldiers, Ned is well qualified to help veterans locate opportunities for civilian employment that fit with their backgrounds, interests, and goals. Ned holds a Bachelor of Science degree in geology from Arizona State University, a Master’s degree in Russian studies from the University of Michigan, and completed graduate coursework at the Industrial College of the Armed Forces (now the Dwight D. Eisenhower School for National Security and Resource Strategy). Before coming to NIB, he was an associate professor teaching Russian studies at the United States Military Academy at West Point, New York.
Prior to joining the NSITE team, Maurice worked in events and meetings at National Industries for the Blind (NIB), where he led efforts to secure an accessible event platform for the organization’s first virtual Training Conference and Expo. Maurice also has experience in the recruiting field, focusing on diversity and inclusion. He holds a Bachelor of Arts in Integrative Studies from George Mason University in Fairfax, Virginia.
Nabil has more than 20 years’ experience in finance and business operations management. Nabil joins NSITE from the healthcare field in Northern VA where he occupied the position of business manager with Inova Health System and Johns Hopkins Medicine, as well as a healthcare revenue cycle consultant in the private sector. Nabil has a master certificate in business management and marketing from Tulane University. Nabil speaks three languages- Arabic, French, and English.
